When I run: xcrun altool -list-providers -u -p abcd-efgh-ijkl-mnop I'm trying to notarize my app, my Apple ID account is a free one (because I'm not paying Apple $99/year for the priviledge of make them apps, nickel-and-diming developers is ridiculous) in a "personal team", which works fine for codesign but apparently not for notarizing.
